No idea what's causing that. the makecache component makes sense why it
wouldn't be pulling the groups file - it's not one of the default things
it does. However, when you run yum grouplist (as root) it should
definitely pull in the groups files specified in the repomd.xml. And it
appears to work as expected here on 3.0.1

You are running the grouplist as root, right?
