[Yum] YUM repository priority

Gentelmen!!!

  SO, can anybody explain FINALLY -- can I set my local repository to be
on use FIRST and all external repositoryes SECOND or not, and how? 
Mister Jansen say "no", mister Mittwoch say "yes" -- but any method (to
place local adddress in yum.conf first, or to mark address lines as
[0001] [0002] etc.) - not working fine to me.  I have the 20 pc-s
network under FC5 -- so the common monthly external traffic is about
800MB x 20...
  Maybe yum.conf need OTHER syntax than syntax of files on etc/yum.repos.d ?
