Sorry, English is not my native language, so sometime i write some weird 
stuff :-))
What i mean was create a plugin called "cmdconf" or something like that 
and place it in yum-utils.
I can see from Panu's reply he had the same idea of creating a plugin 
call 'cli-extras' to set add the posibility to
set yum.conf options from the commandline.
