I can't tell, but have a look here:

and see Paragraph: Extending Yum's Command Line Options

Just put that in /usr/lib/yum-plugins/downloadonly.py and create,..

#/etc/yum/pluginconf.d/
[main]
enabled = 1

You also need to add 'plugins=1' to 'yum.conf'.


There's also yumdownloader, I want to believe you know how to pipe the
result of 'yum check-update' to it.
