[Yum] -C option does not work in 2.4.0

The -C option does not seem to work. Header files are not downloaded
when needed (which the man files say it should) and when all the header
files are available, none of the RPMs are downloaded. So currently, -C
basically means no net access whatsoever.

I am trying to use the -C to stop the pogoing that occurs when mirrors
are not all up-to-date (one run has one list of files and the next has
the older list).
