[Yum] can't upgrade yum, yum doesn't work

I know. But, for yum to say "hey, i've already got this in my cache, i'm 
not going to download this package," I believe it needs this .hdr 
instead of a blind copy of the full rpm into /var/cache/yum/*/packages. 
Or, is there some other reason lurking about?
