Can you think about rolling out yum in an enterprise environment to more than 4,000 hosts and training 100+ sysadmins on how to use it properly? Then you might see that adding a command-line option for certain things like --test to test the install before performing it would be a "good thing" (tm). Like you said in the other bug, when the version of yum that supports plugins is released, we can add functionality as we see fit. We'd rather avoid this and have the changes needed for our enterprise integrated into your code :) We're just starting down the yum road.
