[Yum] Changing user agent string

I'm not inclined to include this patch b/c of the following reasons:

1. I'm not sure in what situations this is actually useful to control
2. if I include it I'll be carrying it along forever as an option. Every
option has an affiliated maintenance cost. That has to be weighed versus
the relative benefit. I've not heard a compelling benefit derived from
this other than 'able to get past my network proxy limitations'.

I've been talked into certain options I have been against in the past
but they normally had more tangible benefits.

Thanks for the patch but I'm pretty sure it won't be merged to main-line
yum.
