If do two things if you can:
chmod -r /usr/share/yum/keepalive.py*
set DEBUG=1 in /usr/share/yum/urlgrabber.py
Then try it. You can also run urlgrabber directly as
python /usr/share/yum/urlgrabber.py \
http://mirror.com/foo/header.info header.info
That's a little less of a pain then running through yum.
