Well, for starters, non-functional %_repackage_all_erasures is an
rpm, not a yum, problem, and you are reporting the problem in
the wrong place ;-)

Map the problem back to the rpm CLI and report against rpm at
http://bugzilla.redhat.com if, say,
	rpm -e time
does not automagically repackage the time package for appropriate
setting of %_repackage_all_erasures, and I'll tell ya what to watch
out for.

I suspect rpm bit rot rather than yum is at fault.
