[Yum] RPMs introduced in newer version of os (update vs upgrade)

Hi, 

First, thanks to all the yum developers and contributors for the
good stuff.  It's with yum that I maintain packages/updates on an
array of RedHat and Fedora workstations and servers.  

I'm looking at yum (1.0.3-3) for providing remote upgrades and
updates to a host of redhat-based servers (e-smith/SME Servers). In
testing my first upgrade this morning I've found that new RPMs
introduced in the repository weren't installed in the upgrade; I
presume that only already-installed packages were updated.  Given
yum's update ("will update every currently installed package") and
upgrade options, I wasn't expecting this.  

Should I expect a 'yum upgrade' to install new packages if the
upgrade repository contains new packages, and I've configured
yum.conf properly?  If not, how do I introduce new packages to a yum
client?
