Personally, I would call this a bug.  A check was put in yum a while
back so that people weren't confused by permission-denied errors.  If
you're not running as root, yum dumps you into caching-only mode under
the assumption that you can't write to the cache dir.  In this case,
that assumption is incorrect.  To fix this, that checking code will
need to be made a bit smarter.  You might see if it still exists in
yum-HEAD and submit a patch.
