I'm not sure anyone has ever requested it before :)  Not of the
developers really use proxies, so lacking personal investment and
requests... :)

Short answer: not really.  The reason is that proxies are handled
differently in the new (HEAD) version of yum.  This interface will
probably be much more like what you're suggesting.  We're trying to
not change too much in 2.0.X at the moment.  I could be persuaded
otherwise, but I'm pretty sure Seth is going to agree with me on this
one.
