yes.
essentially the failover code buys us multiple server reliability and
mirror support.

 urlgrabber was entirely written by michael stenner - he did it
originally b/c of a request for keep-alive support and he thought it'd
be fun to play with.

he went with urllib2 b/c it is more flexible than urllib and it is the
future.
