wow -- multiply negated thought _and_ plural nouns.  I _think_
that sentence was meant to scan:

and I think the answer is that some configuration of 
/etc/yum.conf is generally needed.

I have now RFE'd, addingo to /etc/yum.conf as shipped:
    exclude = kernel kernel-smp kernel-bigmem kernel-BOOT
