Indeed the Red Hat bind RPM's do not include a named.conf, unless you 
install the caching-nameserver package as well which has a very simple 
named.conf for a caching/recursing only setup:

If you would like to set up a caching name server, you will need to
install the caching-nameserver package and bind.
