OK, I think I know what you're trying to say here :) At no time was yum ever intended to fully implement or follow the FTP RFC (or any other RFC for that matter). The content-length hack was a reasonable choice to allow consistent behavior across multiple protocols. It is otherwise quite difficult to get sensible cross-protocol success/failure results.
