[Yum] gpg sig checking

I can't think of any reason this isn't a Good Thing(tm).  Unfortunately,
it's easy for us (especially me) take for granted the fact that the
packages we're installing are what they say they are.  I don't think
having one extra layer of insurance by default is bad at all.
