Welcome to the Community, the UI
you speak of is optional,one can install xfce,unify,kde or whatever
Desktop Enviroment of their choice.All of these are third party packages
maintained by other communities.
These Desktop
environment orgs do participate in gsoc,such as KDE,Gnome you should try
contacting those list for design projects.
Outside of Gsoc we do have a Design-Special Interest Group which if you are interested you can find more info Here
