When a new user comes to get on-boarded into CentOS CI to consume its
infrastructure, we need to create an account for that project
(creating a master node with duffy keys and cico client setup that can
request more nodes, creating a job in Jenkins, etc). We use ansible
that uses openshift modules to do all these from a template. That
template is the end result of this project. Once the Admin approves
the project request, he should get a button to download the template
(example given in the hackmd link). Later the Admin can use that to
provision account for the user(s).
