Hello,
this is not how GSoC works - rather, you should an idea of a project you want to do for Fedora during the summer - there are some ideas already on our GSoC page and apply for doing that. The ideas there already have mentors assigned so you should talk to them directly.
If you have a nice project but it's not listed on the page I mentioned, try contacting us here or on IRC and we'll find you a suitable mentor, if possible.
