Application as an GSoC Student is done via Google's website: https://summerofcode.withgoogle.com/how-it-works/#timeline

The link above is to the timeline.  Student applications start in March.

If you have an idea of what community you'd like to work with (or technology you'd like to work on) you are strongly encouraged to join the community and begin contributing today.  This gives you a "resume" of work to share in your application.
