Folks have been doing both, but eventually, your proposal should end
up in the GSoC system. When your proposal is "final" you can submit a
PDF version of your proposal (which some students have done already.)
In the meantime, the system allows you to link your proposal to either
a google doc, or the wiki page, AFAICT.
