I'm a Computational Sciences student at the American University of Armenia (sophomore year). Yes, Fedora Hubs IS listed as a GSoC project. Whether or not we get a slot for it will depend on a couple of things:

1) The number of mentors allocated to the project idea.
2) The number and strength of applicants we have applying for a slot.
3) The number of slots we are awarded by Google.

The best way to ensure that we DO get a slot for it is to follow the procedure described at the bottom of the GSoC organization page.

You have now introduced yourself to the summer-coding mailing list, so that's one item to take off the checklist. Next, you can join the various IRC channels (#fedora-summer-coding, #fedora-hubs, and #fedora-apps), and then work with mentors to figure out your next steps. Additionally, there is a post on the Fedora Community Blog that should help answer many of your questions about what to do next.
