You may refer to the idea list[0], it contains information like what technologies and languages are required to work on that specific project idea. If you are not sure please feel free to contact the listed mentors for that idea. However for GSoC 2014 the students application deadline is coming Friday. So yo have less than 2.5 days. However nothing prevents you start contributing towards the Fedora project and open source community, please feel free to ask help if required.
