Since the kernel commit <2d8ae638bb86> ("powerpc: Make the NR_CPUS max 8192")
the NR_CPUS on Linux kernel ranges from 1-8192. So let's match NR_CPUS with
the max NR_CPUS count on the Linux kernel.
