possibly it depends on having System ID empty on image:

Anyway on my Fedora 36 it seems it works this way (note I put 20 as a disk size and virbr0 as a bridge... do not simply copy; see also the warnings):
# mount -o loop /linuxkvmaddgbdisk/kali-linux-2022.4-installer-amd64.iso /mnt/
# virt-install --name=kalilinux --file=/linuxkvmaddgbdisk/kalilinux.img --file-size=20 --nonsparse --vcpu=2 --ram=4096 --network=bridge:virbr0 --os-type=linux --os-variant=debian11 --graphics none --cdrom=/linuxkvmaddgbdisk/kali-linux-2022.4-installer-amd64.iso --boot kernel=/mnt/install.amd/vmlinuz,initrd=/mnt/install.amd/initrd.gz,kernel_args="console=ttyS0"
