Yes, looking at the 'APKBUILD' file of py-libvirt, it is built from
upstream libvirt's libvirt-python sources:
https://git.alpinelinux.org/aports/tree/community/py3-libvirt/APKBUILD

pretty old.

The link you posted leads to the 'py-libvirt' version in Alpine release v3.3.

If you look at a more recent release, the version should be closer to
(if not equal) to the version of your libvirt-dev package:

https://pkgs.alpinelinux.org/packages?name=py3-libvirt&branch=v3.15
