In RHEL-9 and therefore CentOS 9 we're switching to using modular daemons, so libvirtd is no longer expected to be used. https://fedoraproject.org/wiki/Changes/LibvirtModularDaemons https://libvirt.org/daemons.html a current fresh install should setup the modular daemons automatically and leave libvirtd (and its .sockets) entirely disabled. Older installs would remain with libvirtd.
