I am passing in:

./configure \
  --without-sasl \
  --without-polkit \
  --without-python \
  --without-libxl \
  --without-qemu \
  --without-lxc \
  --without-openvz \
  --without-libvirtd
(The ones on the website: https://libvirt.org/windows.html)
