Firstly, this question is probably better asked on qemu mailing list since they are the ones in charge of qemu-ga. Secondly, from the qemu git log it looks like file handling was implemented for windows port of qemu-ga in fa193594f which is contained in the v2.3.0 release. So probably updating your qemu-ga might help.
