I would recommend checking out 'virt-xml', shipped with virt-manager 1.0.0 and
later. 'man virt-xml' has this example, but it's much more powerful than just that

       Hotplug host USB device 001.003 to running domain 'fedora19':

         # virt-xml fedora19 --add-device --hostdev 001.003 --update
