Since you've got it working at all, that means that libvirt has done its
duty in setting up all the plumbing necessary to get the PRI device
connected to the guest, etc. With that in mind, you might be able to
make better progress towards finding the root cause of your problem by
talking to qemu/kvm people "somewhere" (I only know about the qemu-devel
mailing list, which is really more for the people working on qemu
software, not for users. Possibly the best place is either #kvm on
freenode or #qemu on OFTC).
