Traditional speed settings fairly meaningless for emulated hardware, as the emulation will transfer data as fast as possible. If you are connecting the virtual serial port to a host serial port though, QEMU will pass through settings. ie if the guest OS sets the serial device speed, QEMU will update the host serial port to match. So there is nothing to configure from libvirt's POV.
