What is the actual error you get ?

That constant exists in the header files

$ git grep RULE_PROTOCOL_NONE src/conf/nwfilter_conf.h
src/conf/nwfilter_conf.h:    VIR_NWFILTER_RULE_PROTOCOL_NONE = 0,
