[PATCH 1/8] rename virDomainBlkioDeviceWeightParseXML to virDomainBlkioDeviceParseXML

virDomainBlkioDeviceWeightParseXML will be used to parse
the xml element read_bps, write_bps, read_iops, write_iops.
