[PATCH 2/3] qemu: Report VIR_DOMAIN_MEMORY_PARAM_UNLIMITED properly

For dead domains that have no memtune limits, we return 0 instead of
"unlimited", this patch fixes it to return PARAM_UNLIMITED.
