Well the point of the ChangeLog file is that the tar.gz should be self-contained. The tar.gz release archives will essentially live forever. I wouldn't want to make the same bet of any online services, including git. It doesn't really need to be part of the libvirt-client RPM though. It would be fine in the -devel package alongside the rest of the docs, so it wouldn't pollute the live cd.
