virt-sandbox-service already has a connection to libvirt - no need to
spawn virsh here. Just do something like this (untested):

     self.conn.fetch_domains()
     dom  = self.conn.find_domain_by_name(self.name)
     info = dom.get_info()
     if info.state == LibvirtGObject.DomainState.RUNNING:
          .....error...

My limit thought is use virsh or libvirt python api to check domain state, apparently this is better here.
This totally works as I tested, v3 on the way.
