[PATCH 1/2] BSD: implement virNetDevBridgeCreate() and virNetDevBridgeDelete()

Implementation uses SIOCIFCREATE2 and SIOCIFDESTROY ioctls.
Also, drop static virNetDevSetupControl() as we have
public one avialable now.
