[PATCH 1/7] qemu: QEMU_PCI constant consistency

Change QEMU_PCI_ADDRESS_LAST_SLOT to the number of slots in the bus,
not the maximum slot value, to match QEMU_PCI_ADDRESS_LAST_FUNCTION.
