Add VIR_STORAGE_VOL_CREATE_PREALLOC_METADATA flag to virStorageVolCreateXML and virStorageVolCreateXMLFrom. This flag requests metadata preallocation when creating/cloning qcow2 images, resulting in creating a sparse file with qcow2 metadata.
