[PATCH] maint: update to latest gnulib

* .gnulib: Update to latest, prior to freeze.

Gnulib has been relatively quiet since our last update, and I'm not
sure whether any of these patches directly impact us, but it can't
hurt to have the latest going into a freeze for 1.0.0.
