Only implemented for linux platform.

* src/nodeinfo.h: (Declare node{Get,Set}MemoryParameters)
* src/nodeinfo.c: (Implement node{Get,Set}MemoryParameters)
* src/libvirt_private.syms: (Export those two new internal APIs to
  private symbols)
