In testcases, return 0 on success, return 1 on failure, raise exception means something unexpected happened. If you want to tell failure of testing, the return value 1 is enough. There is a file named exception.py in the root of test-API, If we want to raise an exception to express unexpected failure of running testcases from the framework's point of view. We could add the TestError as a sublcass in it(or remove redundant error codes in it).
