[PATCH 4/4] Enable the pcpuinfo command in virsh

This command gets information about the physic CPUs.
Example:

# virsh pcpuinfo rhel6
CPU:            0
Curr VCPU:      -
Usage:          47.3

CPU:            1
Curr VCPU:      1
Usage:          46.8

CPU:            2
Curr VCPU:      0
Usage:          52.7

CPU:            3
Curr VCPU:      -
Usage:          44.1
