With this patch as-is, shaping rules are applied only when creating TAP
devices. This mean only network types VIR_DOMAIN_NET_TYPE_NETWORK and
VIR_DOMAIN_NET_TYPE_BRIDGE

Bandwith management with macvtap devices does not work with this approach because the macvtap has no queue of its own, instead packets are directly
queued to the corresponding ethX device.

For this to work it is necessary to create a MAC filter on the ethX with the MAC of
the VM.
