[PATCHv2 2/3] build: refactor generated RPC files

Always generate the rpc files, and require rpcgen during bootstrap.

* daemon/Makefile.am: Removed generated files with
  maintainer-clean target
* src/Makefile.am: Removed generated files with
  maintainer-clean target. Always run 'rpcgen' if
  generated files are missing
