[PATCH 4/8] cputune: implementations of parsing and formating cputune xml

implementations of following functions:
  virDomainVcpupinIsDuplicate
  virDomainVcpupinFindByVcpu
  virDomainVcpupinAdd

Update "virDomainDefParseXML" to parse, and "virDomainDefFormatXML"
to build cputune xml, also implementations of new internal helper
functions.
