The Xen driver is already using a multitude of "subdrivers" (query xenstore, query the hypervisor, query xend, read directly from /etc/xen or /var/lib/xend/domains).

Right now xend access is mandatory when running from dom0, but that can change to require either xend or libxl (the question is, what to privilege if both are available?).
